CARTHAGE, IL
 

ITEM 3: GUIDELINES FOR THE CURTAILMENT OR TERMINATION OF POSTAL OPERATIONS TO CONFORM TO ORDERS OF LOCAL AUTHORITIES OR AS LOCAL CONDITIONS WARRANT BECAUSE OF AN EMERGENCY.

A. The safety and health of all employees will be considered.

B. Local conditions, such as floods, heavy accumulations of snow or ice, bomb threats or the discovery of explosive devices, civil disorders.

C. Management will make every reasonable effort to notify affected employees at the earliest possible time when a decision to curtail or terminate postal operations is made.  This includes personal notification via telephone calls.
 

ITEM 4:     FORMULATION OF LOCAL LEAVE PROGRAM.

A. For annual leave purposes the clerk craft will be composed of one section.

B. Vacation requests not in conflict with the National/ Local agreements will be granted by the week during the Choice Vacation Period.

C. Any employee who wishes to relinquish any scheduled annual leave period or periods shall notify management in writing (14) fourteen days prior to the beginning of said period or periods.  This shall be noted on the leave calendar for the purpose of rebidding.
 

ITEM 5:     THE DURATION OF THE CHOICE VACATION PERIOD(S).

A. The Choice Vacation Period shall be from  the first week in January  through the last week in December.
 

ITEM 6: THE DETERMINATION OF THE BEGINNING DAY OF AN EMPLOYEES VACATION PERIOD.

A.  All scheduled annual leave will start on Sunday.
 

ITEM 7: WHETHER EMPLOYEES AT THEIR OPTION MAY REQUEST TWO SELECTIONS DURING THE CHOICE VACATION PERIOD, IN UNITS OF EITHER 5 OR 10 DAYS.

A. Employees who earn 13 days annual leave per year shall be granted up to ten (10) days of leave.  The number of days, in units of (5) or (10) working days, not to exceed (10) ten, shall be at the option of the employee.

B. Employees who earn 2Q or 26 days annual leave per year shall be granted the option to make two (2) selections, in units of (5) five or ten (10) working days, not to exceed 15, shall be at the option of the employee.
 

ITEM 8:     CONVENTION AND JURY DUTY TIME.

A. Union leave for state or national conventions shall be counted as part of the number of employees to be off during the Choice Vacation Period.  It shall not be charged as a part of the employee's signed vacation time.

B. Jury duty will not be counted as choice vacation leave days.
 

ITEM 9: DETERMINATION OF THE MAXIMUM NUMBER OF EMPLOYEES WHO SHALL RECEIVE LEAVE EACH WEEK DURING THE CHOICE VACATION PERIOD.

A. No more than one clerk will be allowed off each week during the choice vacation period.
 

ITEM 10:  THE ISSUANCE OF OFFICIAL NOTICES TO EACH EMPLOYEE OF THE VACATION SCHEDULE APPROVED FOR SUCH EMPLOYEE.

A. The employee will submit form 3971 in duplicate for each reserved period on the sign-up board to his/her supervisor for signature and verification before leaving on vacation.
 

ITEM l1:  DETERMINATION OF THE DATE AND MEANS OF NOTIFYING EMPLOYEES OF THE BEGINNING OF THE NEW LEAVE YEAR.

A. The employer will, no later than November 1, publicize on the bulletin board the beginning of the new leave year.
 

ITEM 12:  THE PROCEDURES FOR THE SUBMISSION OF APPLICATIONS  FOR ANNUAL LEAVE DURING OTHER THAN THE CHOICE VACATION  PERIOD.

A. Application for leave outside choice period and vacant periods during the choice period shall be on the appropriate form and in duplicate.  The original to be returned to the employee within three days, providing the application is submitted at least seven days prior to the first day of approved leave. .Such leave, if approved, will be granted on a first, come, first served basis.
 

ITEM 13:  THE METHOD OF SELECTING EMPLOYEES TO WORK ON A HOLIDAY.

A. Qualified volunteers by seniority.

B. Qualified non-volunteers by juniority.
 

ITEM 15
16 & 17:  LIGHT DUTY ASSIGNMENTS.

A. All light duty assignments shall be handled on their own merits.  Employees may be assigned to temporary light duty that they are capable of performing consistent with limitations specified in the Physician's certification for light duty.
 

ITEM 20:  UNION LEAVE.

A. Annual leave taken to attend union functions will not be charged to the employee's requested/signed vacation period(s).
 
 

This Memorandum of Understanding is entered into between the representative of the United States Postal Service and the designated Agent of the American Postal Workers Union, AFL-CIO.
