THE AMERICAN POSTAL WORKERS UNION
QUINCY AREA LOCAL
2006 - 2010
ITEM 1: ADDITIONAL OR LONGER WASH-UP PERIODS.
A. As per National Agreement.
ITEM 2: THE ESTABLISHMENT OF A REGULAR WORK WEEK OF FIVE DAYS WITH EITHER FIXED OR ROTATING DAYS OFF.
All regular employees represented by the APWU shall have a regular workweek of five days with fixed days off.
ITEM 3: GUIDELINES FOR THE CURTAILMENT OR TERMINATION OF
POSTAL OPERATIONS TO CONFORM TO ORDERS OF LOCAL
AUTHORITIES OR AS LOCAL CONDITIONS WARRANT BECAUSE OF AN EMERGENCY.
A. Management’s decision to curtail or terminate postal operations at the P&DC, MPO and/or Orville Browning Station will be based on, but not limited to, any one of the following:
1. The safety and health of all employees will be of primary concern.
2. Local conditions, such as floods, heavy accumulation of snow/ice, bomb threats or the discovery of explosive devices, civil disorders.
B. Management will notify the local union president as soon as possible whenever there is a heating or cooling system breakdown. Management will take necessary action to remedy these situations as quickly as possible.
C. Management will make every reasonable effort to notify affected employees at the earliest possible time when a decision to curtail or terminate postal operations is made. This includes notification via local television and radio stations.

ITEM 4: FORMULATION OF LOCAL LEAVE PROGRAM.
A. Applications (Form 3971s) for vacation will be submitted in duplicate by APWU craft employees no later than the date established based on Article 10, Section 4.B.2.
B. For annual leave purposes, the clerk craft will be comprised of a manual section and a machine section. (This includes OCR, BCS, and any other automated equipment that is installed during the life of the contract period). Leave will be granted by seniority.
1. Machine operators by tour comprise one section.
2. Manual clerks comprise one section.
C. Annual leave in the maintenance unit will be by section and installation craft seniority. No more than one employee in any section is to be on leave at any given time.
1. Mail Processing Equipment shall comprise one section.
a. Electronic Technicians
b. MPE Mechanics
2. Building Equipment Maintenance shall comprise one section.
a. Building Equipment Mechanic, Maintenance Support Clerk
3. Building Services shall comprise one section.
a. Laborer, Custodians
D. The Vehicle Maintenance Facility shall be comprised of two sections and leave will be granted by seniority. No more than one employee is to be on leave in a section at any given time.
1. All mechanics shall comprise one section.
2. Clerks shall comprise one section.

E. No more than one window clerk at the Orville Browning Station and one at the Main Office will be permitted off at any given time. No back-up window clerk will be off when a bid clerk is off.
F. No more than one office clerk or back-up office clerk will be permitted off at any given time.
G. Any duty assignment that has an assigned back-up position, only one employee will be off for scheduled annual leave purposes.
H. Employees will be allowed to keep their original vacation selections when transferred or bidding to another section.
I. Trading of vacation periods may be made subject to the approval of that section’s supervisor. Both employees will re-submit Form 3971s. The tour steward will be notified of any trades.
J. For full time employees, holidays and days off prior to, during and immediately following annual leave will be considered leave days.
K. While on annual leave, no employee will be permitted to work any part of that period unless the section supervisor has granted prior approval. Employees will submit their requests in writing no earlier than 30 days and not less than 14 days prior to the day/s they desire to work. The requests must be in full day increments. No employee will be permitted to work part of a day unless approved by the section supervisor.
L. Any employee who wishes to relinquish any scheduled annual leave period/s shall notify management in writing no less than (14) fourteen days prior to the beginning of said period/s. This time shall be posted for a period of seven days and then awarded by seniority.
ITEM 5: THE DURATION OF THE CHOICE VACATION PERIOD(S).
The choice vacation period for APWU crafts will be the first Monday in March through the first Sunday in December and December 25th through January 1.

ITEM 6: THE DETERMINATION OF THE BEGINNING DAY OF AN EMPLOYEE’S VACATION PERIOD.
Annual leave for all employees represented by the APWU shall begin on Monday.
ITEM 7: WHETHER EMPLOYEES AT THEIR OPTION MAY REQUEST TWO SELECTIONS DURING THE CHOICE VACATION PERIOD, IN UNITS OF EITHER 5 OR 10 DAYS.
1. Employees who earn 13 days annual leave shall be granted up to ten (10) days of leave. The number of days, in units of five (5) or ten (10) working days, not to exceed ten (10), shall be at the option of the employee.
2. Employees who earn 20 or 26 days annual leave per year shall be granted the option to make two (2) selections, in units of (5) or ten (10) working days, not to exceed 15, shall be at the option of the employee. The employee can not make (3) separate choices.
1. Employees shall be permitted to request additional choice vacation periods that are still open. They cannot request more than they earn for the year.
C. Applications during choice vacation period shall be in full week increments.
1. After the completion of the 2nd round, Maintenance and Motor Vehicle Craft management have the right to withhold open slots for National on-site and National off-site training purposes.

E. Any other open or vacated slots on the vacation boards may be filled as incidental leave on a first come, first served basis. All such request must be filled out on a form 3971 and must be from an employee in the section affected. Requests for incidental leave shall not be submitted earlier than 30 days prior to the desired dates. For incidental leave requested at least 14 days prior to the desired dates, the signed duplicate copy of Form 3971 shall be returned no later than 10 days before the beginning of the requested leave period. When the duplicate copy of Form 3971 has not been returned at least 10 days prior to the beginning of the requested leave, the requested leave shall be automatically approved.
ITEM 8: WHETHER JURY DUTY AND ATTENDANCE AT NATIONAL OR STATE CONVENTIONS SHALL BE CHARGED TO THE CHOICE VACATION PERIOD.
A. Union leave for national or state conventions shall be counted as part of the number of employees to be off during the choice vacation period. It shall not be charged as part of the employee’s choice vacation.
B. Jury duty will not be counted as choice vacation leave days. It shall not be charged as part of the employee’s choice vacation.
ITEM 9: DETERMINATION OF THE MAXIMUM NUMBER OF EMPLOYEES WHO SHALL RECEIVE LEAVE EACH WEEK DURING THE CHOICE VACATION PERIOD.
A. The total percentage of employees on leave in any “section” cannot exceed:
1. 10% for March and October.
2. 12% for April.
3. 13% for September.
4. 14% for May and November
5. 15% for June, July, and August
6. 6% for December 25th through January 1
B. Any fraction of 0.5 or more will be rounded up to the next whole number.
C. The total number of employees in a section as of December 1st will determine the maximum number of leave weeks per month based on the percentages in 9A above.

D. Employees hired or transferred in after the December 1 percentage determination, will be allowed to sign for remaining open slots in their section after the completion of the second round.
E. In the manual clerk section, no more than 25% of the employees who are assigned to Tour I or Tour III will be allowed to sign for the same week on the vacation board. Tours are defined as in Item 14E of this agreement.
ITEM 10: THE ISSUANCE OF OFFICIAL NOTICES TO EACH EMPLOYEE OF THE VACATION SCHEDULE APPROVED FOR SUCH EMPLOYEE.
All employees must sign the vacation board and fill out their Form 3971 on the day of signing. The signed and approved duplicate copy of Form 3971 will serve as the employee’s official notice of his/her approved vacation period/s. It will be returned to the employee no later than fourteen (14) days after completion of the signing of the vacation board.
ITEM 11: DETERMINATION OF THE DATE AND MEANS OF NOTIFYING EMPLOYEES OF THE BEGINNING OF THE NEW LEAVE YEAR.
The employer shall, no later than November 1, post of the official bulletin boards, the beginning of the new leave year, which shall begin with the first day of the first full pay period of the calendar year.

ITEM 12: THE PROCEDURES FOR THE SUBMISSION OF APPLICATIONS FOR ANNUAL LEAVE DURING OTHER THAN THE CHOICE VACATION PERIOD.
Non-Choice vacation periods may be filled as incidental leave on a first come, first served basis. All such requests shall be submitted on Form 3971 no earlier than 30 days prior to the requested date. For incidental leave requested at least 14 days prior to the desired dates, the signed duplicate copy of Form 3971 shall be returned no later than 10 days before the beginning of the requested leave period. When the duplicate copy of Form 3971 has not been returned at least 10 days prior to the beginning of the requested leave, the requested leave shall be automatically approved.
ITEM 13: THE METHOD OF SELECTING EMPLOYEES TO WORK ON A HOLIDAY.
A. When management has determined the number of employees per section that are needed to work on a holiday or designated holiday, the following order of priority shall apply:
1. All full-time qualified employees who have volunteered to work their holiday or day designated as their holiday on a basis of seniority.
2. Casual employees.
3. Transitional employees.
4. Part time flexible employees.
5. The appropriate non-work day overtime desired list.
6. Non-volunteer full-time qualified employees by inverse seniority.
a. Holiday or designated holiday.
b. Non-scheduled day.

ITEM 14: WHETHER “OVERTIME DESIRED LISTS” IN ARTICLE VIII SHALL BE BY SECTION AND/OR TOUR.
A. Overtime-desired lists in the clerk craft will be by tour and work location. Work locations are defined as P&DC, MPO and Orville Browning Station. Those duty assignments that contain more than one work location shall be assigned to the work location where the employee begins their tour. The Orville Browning Station box distribution clerk shall be assigned to the PDC under this Item.
B. Overtime-desired lists in the maintenance craft will be by occupational group and level by tour and qualification.
C. Overtime-desired lists in the VMF unit will be by occupational group.
D. Overtime-desired lists for window clerks shall be by section.
1. Main office shall be one section.
2. Orville Browning Station shall be one section.
E. The employee’s regular start time contained in their duty assignment will be the deciding factor for the definition of tours.
Tour 1 - 2000 through 0399 hours
Tour 2 - 0400 through 1199 hours
Tour 3 - 1200 through 1999 hours
ITEM 15: THE NUMBER OF LIGHT DUTY ASSIGNMENTS WITHIN EACH CRAFT OR OCCUPATIONAL GROUP TO BE RESERVED FOR TEMPORARY OR PERMANENT LIGHT DUTY ASSIGNMENTS.

ITEM 16: THE METHOD TO BE USED IN RESERVING LIGHT DUTY ASSIGNMENTS SO THAT NO REGULARLY ASSIGNED MEMBER OF THE REGULAR WORK FORCE WILL BE ADVERSELY AFFECTED.
See item number 17.
ITEM 17: THE IDENTIFICATION OF ASSIGNMENTS THAT ARE TO BE CONSIDERED LIGHT DUTY WITHIN EACH CRAFT REPRESENTED IN THE OFFICE.
All light duty assignments shall be handled on their own merits. Employees may be assigned to temporary light duty assignments that they are capable of performing, consistent with the limitations specified in the physicians certification for light duty and the needs of the service.
ITEM 18: THE IDENTIFICATION OF ASSIGNMENTS COMPRISING A SECTION, WHEN IT IS PROPOSED TO REASSIGN WITHIN AN INSTALLATION EMPLOYEES EXCESS TO THE NEEDS OF A SECTION.
A. The Quincy AMPC comprised of the MPO, Orville Browning Station and the P&D Annex will consist of the following sections:
1. Clerk Craft.
a. Window clerks will comprise one section.
b. Manual clerks by tour will comprise one section.
c. Mail processors by tour will comprise one section.
2. Maintenance and VMF Crafts.
a. Each occupational code will comprise one section.
ITEM 19: THE ASSIGNMENT OF EMPLOYEE PARKING SPACES.
All unassigned parking spaces shall be used on a “First Come; First Served” basis.

ITEM 20: THE DETERMINATION AS TO WHETHER ANNUAL LEAVE TO ATTEND UNION ACTIVITIES REQUESTED PRIOR TO DETERMINATION OF THE CHOICE VACATION SCHEDULE IS TO BE PART OF THE TOTAL CHOICE VACATION PLAN.
Annual leave taken to attend union functions will not be charged to the employee’s requested/assigned vacation period/s.
ITEM 21 THOSE OTHER ITEMS, WHICH ARE SUBJECT TO LOCAL NEGOTIATIONS AS PROVIDED IN THE CRAFT PROVISIONS OF THIS AGREEMENT.
A. The successful bidder shall be placed in the vacant duty assignment within 21 days of the closing date on the vacancy announcement. Management will notify the appropriate craft director if this cannot be accomplished within this time frame.
B. The overtime desired lists will have an additional column to permit employees to volunteer to work only on their non-scheduled days.
C. Converted PTFs and employees changing tours will be given ten (10) working days to sign the overtime desired list for the tour/section they are assigned to.
D. For overtime work required at the end of an employee’s tour, the regular work force shall be given at least a one-hour notice unless an emergency situation arises.
E. No employee will be required to work with less than an eight (8) hour rest period between tours.

ITEM 22: LOCAL IMPLEMENTATION OF THIS AGREEMENT RELATING TO SENIORITY, REASSIGNMENTS AND POSTINGS.
A. Seniority lists shall be posted on a quarterly basis.
B. All newly established or vacant duty assignments shall be posted for full-time regular craft employees eligible to bid for seven (7) calendar days.
C. A duty position will be reposted:
1. When there is a change of principal assignment area.
2. When there is a change of scheme knowledge requirements.
3. When there is a failure to perform the duties of the bid back-up portion of a duty assignment.
4. When there is a change of more than 50% of the duty assignment.
D. An assignment will be reposted when a change in starting time is in excess of one hour.
1. The criteria negotiated above shall apply to cumulative changes in starting times. The one-hour radius principle shall apply.
2. The incumbent shall not have the option of accepting a new reporting time if over the one hour radius. The assignment shall be posted for bid by all eligible employees.
E. Any vacant or newly created duty assignment(s) shall be posted for bid or application at all 3 work locations (PDC, MPO and Orville Browning Station) for all employees eligible to bid or apply.

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is entered into on May 31, 2007, at the Quincy Illinois Processing and Distribution Facility, between the representative of the United States Postal Service and the designated agent of the American Postal Workers Union, AFL-CIO, and Quincy Area Local pursuant to the local implementation provisions of the 2006 National Agreement. This Memorandum of Understanding constitutes the entire agreement on matters relating to local conditions of employment. Any language in this Memorandum of Understanding, which conflicts with, or is inconsistent with the National Agreement, and all MOUs that were additions to or modifications of the 2000 LMOU shall be null and void.
